I'm trying my first dbms_scheduler script with email. Why am I raising AQ errors?

Oracle EE 19.14 and SQL Developer 20.2.0.175

SQLDeveloper has this wonderful interface to the scheduler, but it's unfortunately light on getting emails sent. There seems to be some separate instructions about setting up email --that's unclear to me. What is clear is that I'm throwing AQ errors and I am clueless why. Hopefully someone can set me back on the straight and narrow? TIA.
