Siebel System Admin, Install and Upgrade (MOSC)

Database users are not able to login to siebel IP22 Application

Recently we have upgraded our test environment to IP22 . After DB upgrade, application is working fine and we are able to login to application using SADMIN credentials as well.

But none of the users who are DB authenticated are able to login to application although all users exists in both Database and application. Please suggest.
