Possibility to Enable/Activate Disable Button on Meter Reading History Page (Doc ID 2828180.1)

I have seen this note. I have two custom responsibilities having the function EAM_DISABLE_METER_READING attached to the menu . One displays the 'Disable' icon and another doesn't. Any ideas? SR won't help because this is a custom Menu. I tried clearing cache, logout, trying another day et al. None seem to be working.
