RUP16 12.2 EBS - Kicked off Flex Loader requests that are all Pending?

During my test patching to get RUP16 in, I had to apply AD/TXK/ATG/Projects/EBS schema migration patches too. I noticed right before adop finalize that the Standard Manager had over 100 requests stuck in Pending mode. A lot of these are "Flex Loader: FDFCMPN" and "Flex Loader: FDFVGN". It sounds like those are flex field compiles. They are all stuck with Inactive/No Manager, but in the Standard Manager's list of Requests, they just say pending. I can submit a regular report and it runs (in front of all these inactive requests).

I've never seen this before; is this related to RUP16 or maybe one of the other patches? Is this expected?
