Rebate adjustment at customer level?

We are running version 9.2 of JDE.

Is there a way to set up an adjustment (rebate) at the customer level instead of customer/item level? Some of our customers have dozens of items and it's very time-consuming to update the individual items for each customer. For example, we'd like to set up customer A to always get a 2% discount on their orders.
