Migrating APEX/ORDS to a Higher Version Upgraded/Migrated Database

We currently have APEX 5.0.3.00.03 installed in a couple of our 11gr2 databases and it uses ORDS 3.0.4.60.12.48.

We will be creating new 19c databases and using Datapump to migrate the 11gr2 data in order to upgrade the databases.

My question is, is it possible to simply install 19.* APEX /ORDS in the 19c databases, and export/import the older workspaces, OR must we upgrade APEX/ORDS while still in the 11gr2 databases, THEN install the same version of APEX/ORDS into the 19c databases, THEN perform the export/import of the workspaces?

We do have experience in simply migrating the APEX/ORDS to a new database but the database versions were the same.
