Unable to perform Transact Move Order for mulitple Sales Order Lines

Unable to perform TMO, getting the below error:

Transacting this quantity would exceed the shipping tolerances for this sales order line. The maximum quantity that can be transacted for the sales order line is 4.

Can anybody please suggest?
