Items on Cycle Count Open Requests not available in Cycle Count Entries

Users are trying to complete cycle counts on items in which there are open requests, but when they go to the Cycle Count Entries form and find all open requests, some items are not showing as available to count. These items do no even come upon on the Entry list to count.

Why are these items not showing up?
