Oracle Enterprise Linux 7.9 + Oracle Database Enterprise Edition 19.16 RU

Applied DB 19.16 (19-JUL-2022)  RU and now seen this error in the alert log

ORA-00800: soft external error, arguments: [Set Priority Failed], [VKTM]
