Running App from App Builder invalidates session/removed dev toolbar

This is something that recently started happening (not sure if it started after the 22 upgrade of APEX and ORDS on this server) and not sure what the culprit is. When in app builder and selecting run application/run page, a new tab/window is opened and I am prompted to login to the app (this is normal). However the dev toolbar is no longer getting displayed in the app and and when I return to the app builder window it requires me to login again. It looks like once I log into an app the app builder session
