How can I prompt a user to select inventory organization from APEX

We have a few Apex applications integrated into our EBS environment (12.2.10). If they open a standard forms page the user is prompted to choose a inventory organization and if they then open the Apex application we are able to read the organization they choose. However if they do not first open a forms page the organization context is not set and the Apex page has no data. This there a way to prompt the user in this case for an organization and set the appropriate context variables?
