Consolidation Status

Recently, we performed a direct copy of the Production database into Test.

One thing we noticed was that the top level member of all hierarchies was locked for all years in Test, but the alternate hierarchies below were not locked. Is that even possible?

They show consolidation is needed, but the data ties at this point. I'm worried about consolidating. Shouldn't all hierarchies be locked as they are in prod? Since we did a direct copy of the prod database?
