Oracle 18c client installation problems

Hello:

I have a problem that occurs on computers of the same brand and with Windows 10 PRO 21H1. The problem is with the Oracle 32-bit installation of Oracle, the OUI does not go beyond the first tab, when I click the next button, the installation program hangs.

On some computers I can install it correctly, but on others it doesn't matter what version I try to install, it doesn't work.

It doesn't give any type of error, it just stays on the first screen and doesn't continue. What I can do?
