How to upgrade APEX on a PDB that was moved from one app. container into another app. container?

Need to unplug PDB(s) from the App Container that has APEX 19.2 installed and Plug/Upgrade it into the another App Container with APEX 21.2 installed.

We just have a number of PDBs in our App Container with APEX 19.2 and some but not all want to upgrade to 21.2. We wanted a new App Container with APEX 21.2 installed that we could plug them into and have them upgraded without upgrading everyone in the 19.2 App Container.
