problem running extracts/replicate due to OGG-00303 error where we suspect the GG use/read of prm

we are having problems where we intermittently get an OGG-00303 error (we also get an OGG-00219 at times) with the text "Error (-12) Error (-12) decrypting string: An error occurred when implementing encryption"

based on the contents of the log files, it appears to occur at the same point we would normally have an obey or include statement load the user.prm file - I can manually duplicate the error by doing a ggsci command dblogin and adding an invalid/wrong password character (validating by dbkey).

we have had this issue occur from both ad-hoc command line execution and from shell script execution. for either, retrying the process (potentially after a brief wait) appears to allow it to complete successfully with no change to any of the shell or prm files.
