Why Expense account rule defined for other segment than "Account" does not default on the PR

I have defined the expense account rule for the "Project" segment. This is the eighth segement in our CoA.

This segment has independant value set

However, when I create a PR through iprocurment, the project segment remain ZERO

Why it is not replacing the value from expense account rule?
