Not able to change the population switcher in worksheet allocate page( want to remove the option)

in Compensation and Benefits - EBS (MOSC) Question

We have a req to remove ALL worker, indirect report from the population switcher, but in config it is not possible, is there is a way we can edit that option of population switcher?
