Inter-Project Links?

I am trying to add logic links between two projects in Oracle Primavera Cloud (OPC), but they are not "sticking". I have created a program for two projects that are related to each other so I can open them at the same time. Then I have linked two activities together, an activity from one project linked to an activity in the other project. Then after scheduling the projects, I can see that the inter-project link is there and it shows up in the log that there is a relationship between the two projects.

The next time I go into that program to update the schedules, the inter-project links have disappeared. Is there a way to get these logic links to "stick" so that the links are there the next time I open the two projects?
