Retail Delivery Fee in Xstore for shipments to Colorado

A new fee was announced effective July 1 that affects any deliveries by Motor Vehicle to customers in Colorado. Has anyone implemented this modification in Xstore during the Order process? We use Vertex for Tax Calculations but I would assume that a mod would be needed to recognize that tax based on the customer's ship to postal code AND when the items being ordered are taxable.
