Downloading a blob from the database

Dear Experts,

Oracle 19C.

I'm having trouble reading a blob created by another system. The blob is saved to an oracle table. I don't have the source code for this, but I know that my example should be a spreadsheet xlsx. I have the original spreadsheet.

When I download the file It doesn't look like a blob to me, if I open it in an editor it looks very much in character format. If I view the column in SQL developer, it looks very much in character format.
