Does Oracle EBS support California's EDD Independent Contractor Reporting Requirements?

Does Oracle have any way to track/report independent contractors that fall under California’s EDD independent contractor reporting requirements?  


I can find information pertaining to People Soft, but not Oracle EBS. There are other states doing this besides California - wondering how people are handling it.
