Allow breakdowns in line items of change commit

We don't use breakdown in any of our commits. We have a contract where breakdown lines were added, and the contractor has created pay requests against the breakdown lines. We need to deduct amounts from these lines. We do not have breakdown set up in our change commit.

We do not want this to be a general practice, but need to allow this for this one contract only.

  1. Can we this up in the change commit? If so, how?
  2. Is it possible to make the deducts directly to the pay application SOV.
