Old version of OJVM reported after applying Windows Bundle Patch

I recently performed a brand new install of Oracle 19. Afterwards, I applied the latest July Bundle Patch (34110685) using OPatch. It shows that everything was installed successfully. However, the database is still reporting the base 19.0 version. Because of this, the database is showing up as vulnerable in nessus scans.

Is it normal for Oracle to report older versions of components even after installing windows bundle patches?
