What is the best way to fix OPS$ user accounts when upgrading from 12c to 19c

I have over 10,000 user accounts (OPS$xxxx) that have a password version of 10G. I'm trying to upgrade from 12c to 19c but have to change these passwords first. What is the best way to fix this problem so I can upgrade. Is it best to change the passwords or is it okay to Explicitly set the SQLNET.ALLOWED_LOGON_VERSION_SERVER in the 19 SQLNET.ORA to a non-Exclusive value?
