How to use the same stock locator in multiple subinventories

We have a business requirement to standardize stock locators across all organizations. In order to meet the requirement, the same stock locator needs to be applied to more than one sub-inventory in each organization. Is there a way to get around the "This combination of segment values already exists. (ROUTINE=fdfvcc)" error that is raised when trying to create the same locator in a different sub-inventory?
