Tuition Calculation broken in testing

We have created a simple rework of a student term fee to apply before the beginning of the semester. This involved a few moving parts, but was finished and was ready to be tested. On all 3 of my testing environments however, the tuition calculation for students is entirely wiping all charges except course fees, not even calculating tuition or any other fee. This is not the case on production, but I cannot put my fee in place unless I can test it. What can cause this? We are testing a new PUM in our dev environments, but I
