Is there a proper way to copy a database from one server to another without the TDE master key?

Is there a proper way to copy a database from one server to another without needing the TDE master key from Server 1? We believe we have lost a password.

When we initially implemented TDE, over five years ago, there was a lot of trial and error, password changes and folks retiring(knowledge gone out of the door).

We're trying to implement FIPS and when we startup the instance for the SSLFIPS and DBFIPS parameters to take effect, we receive "ORA-28365: wallet is not open" error. When we try and open the wallet with the password we have, we receive

PKI-02003: Unable to load the wallet at: /etc/wallets/dbname/tde ( detail = oracle.security.crypto.core.CipherException: Invalid padding string (or incorrect password) )
