E920 - Hyper Exit Security for *ALL objects

We added a new form exit to a custom application. We setup hyper exit security for *PUBLIC to Run = N and USERROLE1 to Run = Y for the specific form exit. We are now trying to setup hyper exit security for DEVELOPER and SYSADMIN roles Run = Y for *ALL objects, but E1 is not allowing that either through web or fat client P00950. I understand that we could setup the Run = Y for these 2 roles for the specific form exit, but we would want a *ALL objects setup so that we don't have to spend more
