Shutting down the RIB publishing adapter

We have facing Shutting down the RIB publishing adapter issue today. We are using Oracle 13.2 version. We are trying to start and up the RIB adapter. But the adapters in down status.

Could you please help us for this issue. In future we faced issue means what action we need to take.
