Newly created PDB wallet status shows - OPEN_NO_MASTER_KEY

I created a new PDB using an existing single instance DB. The single instance uses TDE. The multitenant DB (CDB) that is housing the new PDB had a wallet created on it prior to my single instance move/conversion. I imported the encryption keys according to Oracle documents that I could find on the web. The CDB appears to have the imported TDE keys stored at the root. My PDB v$encrypted_keys view has no entries (which is probably why I get the OPEN_NO_MASTER_KEY status). Is this normal behavior? I was able to create
