Cross Validation Setup - Is there a way to set up a "one to many"?

We are on PeopleSoft HCM 9.2 and are trying to utilize the cross validation option. We have figured out how to limit who can elect plan 62 (limited FSA) to only those that elect Plan 10, High Deductible. What we are not being able to figure out is how to limit plan 60 (non high deductible FSA) to those that are not in the High Deductible plan. Cross Validation doesn't seem to work since you can only set up one cross benefit plan type.

Looking to see if there is an option we don't know about. Eligibility rules don't have an option for what plan you are eligible for - tried that route.
