Intermittent ORA-12578 wallet open failed

DB server Ora 19.13

Multiple hosts all using same wallet.

Multiple wallet entries working (thousands of connections using them)

Dotnet applications. They use connection pooling.

Intermittent ORA-12578: TNS:wallet open failed) (ORA-12578: TNS:wallet open failed). Very intermittent, maybe 1-2 times a day only from any one of a range of hosts.

Connection Retry works. Nothing wrong with wallet being read by anything else when error occurs. Have file system read auditing on, can see no attempt to read the wallet when it fails. This tells me the connection attempt to the wallet didnt even get to the wallet.

Maybe something in the dotnet pooling? Oracle client is 21.3
