ILOM SSL "Certificate Authority-Signed" Generation

How is a "Certificate Authority-Signed" SSL certificate generated for ILOM's? The procedure talks about using OpenSSL but I am unaware of that being installed on ILOM. (maybe im just reading it wrong)
