Procurement ER in support of SR 3-30299370731 : 'You are not set up as a worker.' error from iProcur

Business scenario:

1. Person A belongs to Operating Unit 1234 (and cannot belong to any other Operating Unit)

2. Person A needs to transact in Operating Unit 5678, and only has authority to create the transaction in Operating Unit 5678 (i.e. no authority to other Operating Units)

3. Person A has been assigned a responsibility with Operating Unit 5678 context

In this example, the ledger/Set of Books/Business Group & Operating Unit all have a 1:1:1:1 relationship. The general scenario is that I belong to one organization, but I have to transact in another organization's set of books.

Issue: Person A receives 'you are not setup as worker' error message when accessing iProcurement homepage within the responsibility containing Operating Unit 5678 context.
