Testing API port 9099

What is the best way to test the Primavera API port 9099? We have established that the port is listening but we cannot connect. We are getting "Error occurred validating connection" We checked credentials database host and name but the connection is refused. I checked in the API admin that all the API Integration Server configuration properties match with our DEV installation which works.
