Remote Worker Request Details step changes back to Not Started after clicking Next

On the remote worker Employee tile, we have a few users who enter the Request Details information and click next. The status of the Request Details changes to Complete for a second then changes back to Not Started. The data is not saved. It does not happen on all employees only a select few and the roles/permission lists are the same. Has anyone seen this happen before?
