how to associate an item with information template without having access to modify the template

Our problem is that while adding an item to an existing information template, the user is messing up with the existing information template itself. Is there an alternative way or navigation path for associating and item with the information template without being able to "modify/update/delete the information template"?

PS; I am aware of some form personalization opportunities, but looking for oracle out-of-box solution if there is any.

Steps to associate an item with a particular information template is as below;

Go to Purchasing module,

(N) Setup>Information Templates

Search for the information template you would like the item is being associate with,
