Can we load Benefit Deductions Via PaySheet load process with out having Enrollments ..

Part of new Payroll NA implementation we are testing Benefits data using Paysheet load process. We do not have Enrollments , Benefit Program, Plan attributes nothing implemented. Just have minimum setup into Benef Plan table and Deduction codes.
We tried to load the Benefit deductions via Paysheet load as ONE_TIME_CD = O, but PayCalc is erroring with generic 000010 Invalid One-Time Deduction error for all entries.
In this scenario, do we have to set any value to DED_TAKEN field ? I have my pay Calendar set to "General Deduction = Deduction Table, Benefit Deductions = NONE". We want general deductions come from Employee General Deductions, Benefit deductions via PaySheet load from our Benefits Third Party Administrator. We are receiving Benefit deductions with actual PLAN_TYPE codes. 1x,2x,4x.
