ASCP PO creation and Ship to location defaults to Org setting not Global BPA

We are running ASCP 12.2.9 and EBS 12.2.9 I am hopeful that someone can assist me or point me to the appropriate BUG or ER to see if it is still in the works.

Ultimately when planned orders are created from ASCP they are defaulting to the ship to location at the Organization level. Even though 90% of our items are established on Global BPA that have the appropriate ship to location defined. Our MFG facility is comprised of 3 physical buildings on the same campus but with various dock doors based on the product. We have defined various locations and gone as far as having different addresses created to represent these buildings and locations. In addition we have many of our ASL's established to automatic release and various suppliers
