ACME Packet Local Route Table not matching

I am testing a LRT but my calls are returning a 404 Not found. I configure the LRT and set it as the next hop in my local policy.

The log.sipd shows that SBC is checking finding the lrt but I don't see it actually showing the host in the lrt as the next hop.
