PUM 43 Enhanced Life and AD/D plan setup - Dependent Rules ID

We are testing PUM 43 and ran into an issue with the enhanced life and ad/d plan setup to restrict enrollment for spousal & child life. Specifically I have added for our Spousal Life plans to restrict enrollment to Spouse and Domestic Partners only. In the documentation for this enhancement on page 5 it states:

Note: Dependent Rules ID is not required per Relationship. If no Dependent Rules ID is entered, then validation is only by relationship.

Because we don't have any age rules for our spousal life plans, I left it blank.

In On Demand Event Processing, when electing Spousal Life validation errors with this message:
