Adadmin Will Not Show All Forms in custom top When Attempting To Regenerate Forms

From Doc ID 1500351.1 it appears that the custom top which was created in R11, does not show as Installed, but as "L" when I run the following sql. And according to the article above, will be skipped by Adadmin. So how do we fix this? We are currently R12.2.4. I know ADSPLICE is used for new custom tops. Is there some other reason, that not all forms are recompiled at the same time? In $INV_TOP/forms/US, those fmx files are grouped into different dates. I saw 3 groupings of different dates, some from Feb 23, 2021, then a
