Error: Failed to auto create deliveries in the organization

We are using EBS 11i, currently only particular sales orders I am facing issue.

while shipping delivery is missing and the status is stated/ pick confirmed. I also tried to create auto-create delivery but it is showing an error: Failed to auto-create deliveries in the organization. I also tried to assign the existing delivery but unfortunately, the delivery is closed. Also, I verified the exceptions but I can't able to find any exception

Could you please suggest how to assign the delivery id to the shipping and transaction in a particular item.
