Has anyone seen DG Error ORA-16705: internal error in Data guard broker

After applying the latest PSU July 2022, we noticed that removing DG and adding it back, we get this error on the StandBy DB: ORA-16705: internal error in Data guard broker

Has anyone see this error?

Has anyone installed the One-Off Bug Fix: 34446152
