How to notify buyer on the item when a new BPA is created for the item?

We are having a scenario where the buyer on the BPA is different than that on the item. So when the buyer (the one that creates the BPA) creates a BPA then we need to notify the buyer on the item which is there on the BPA.

Is there any seeded way to do this?
