Unable to Delete Class sections

I am trying to delete some 'hold tank' class sections in campus solutions and I have been unable to do so. Although there are no enrolled students, and the class is marked as a 'cancelled section', I am still unable to delete the section. This is the message I get:

This class number is associated with a student record on the Enrollment table. (14620,88)

This class number is associated with a student record on the Enrollment table. To prevent further enrollment, change the class status on the Enrollment Control page, e.g. Stop Further Enrollment or Cancelled Section.

What could I be missing?
