Patch 34110685: WINDOWS DATABASE BUNDLE PATCH 19.16.0.0.220719 conflict

I am applying July security patch to Oracle 19.15. I am getting a patch conflict.

 Conflict with 33808367

    Conflict details:

    D:\app\oracle\product\19.0.0\dbhome_1\bin\oracle.exe

    D:\app\oracle\product\19.0.0\dbhome_1\rdbms\admin\oracle.sym


I tried the patch conflict checker but it does not support Windows OS. What is the resolution to this issue. Can I go ahead and apply the patch.
