Blockinglist using LRT

Hi

I am using LRT to block know prefixes. The procedure I am following is outlined in the Oracle Security Guide as seen below:

The issue is that if the entry is matched in the LRT the call is successfully blocked by routing the call to the dummy agent which is out of service. If the entry is not matched in the LRT the call fails with 404 due to the fact that number is not listed in the LRT.
