Award generation from proposal

General process

  1. Create proposal, 2 Approve proposal, 3 Submit proposal, 4 Generate Award

This process is working for us but lately for few proposals, we are getting 'Award id already exist error (9395, 69). On checking, it looks like the process somehow created the row in Contract header (PS_CA_CONTR_HDR) but not in PS_GM_AWARD.

The PPSL_TO_CNTRCT_FLG flag in GM_PROPOSAL is 'N'.

Kindly let know what is making this error to occur and how to process these stuck proposals.

This is in PS 9.2 PUM 41.
