Need Suggestions to upgrade from Siebel 22.2 to Siebel 22.8

Hi,

Recently We have upgraded our Dev application from Siebel IP13 to Siebel IP22.2 and the Environment is up and running with Siebel IP22.2.

But now we decided to upgrade to Siebel IP22.8. So, we would like to know which could be the best approach.

1) Install Siebel 22.8 on top of Siebel 22.8 as a Migration Installation.

2) Install Siebel 22.8 as a fresh installation by uninstalling earlier Siebel 22.2 completely. Please suggest.
